SEOUL — South Korea said Wednesday it will toughen punishment for animal abusers after a series of pet cruelty cases provoked public outrage. Offenders could be penalised with a prison term of up to 18 months or fines of up to 15 million won (12,800 dollars) under a revised animal protection law proposed by the agriculture ministry, a statement from the ministry said. --
