As some of you may know, the Associations for Animal Protection in Mexico (APAS de México) took a first and unprecedented step against cruel practices within canine control centers in Mexico, by publishing a press release in a nation-wide journal ("Milenio Diario", Open Letter, p. 35, November 17, 2006).

We must continue spreading nationally and internationally this claim against cruelty and let the Mexican authorities know that the world rejects those practices and will not allow them to continue.

Por favor, a la atención del Lic. Enrique Peña Nieto, gobernador del Estado de México.
A través de internet se están difundiendo imágenes que fueron captadas el día miércoles 21 de Noviembre del 2006 en San Juan Teotihuacan, Edo. de México, y muestran la barbarie y atrocidades que cometen las autoridades de dicho municipio en contra de los animales callejeros, confinándolos en hacinamiento en pequeñas e insalubres jaulas en grupos de hasta más de 30 perros por cada una.

Expuestos a la intemperie, sin agua, sin comida y sin importar tamaño, edades ni sexos, se acrecenta el traumatismo y violencia para los más pequeños y débiles, entre ellos cachorros y hembras con crías, muchos de los cuales mueren antes de ser ejecutados por los infames verdugos en dichas "instalaciones" .


--Esto es lo que prometen las autoridades al ofrecer un trato digno y muerte sin dolor a los animales que recogen de las calles?

Lamentablemente, Violar la ley de defensa de los animales parece ser una costumbre en la mayoría de los municipios del Estado de México y desafortunadamente, en muchos estados y municipios de la república.

Donde haya una genuina voluntad para resolver la situación de los animales abandonados
el único camino a seguir será el de las campañas constantes de esterilizaciones masivas
tanto de los animales de la calle como los de los refugios y los hogares. Esta solución
inteligente es ética, económica y efectiva y mejora la imagen de los municipios a la par
que les resulta menos oneroso en un corto período de tiempo. Está comprobado que entre
3 y 5 años desaparecen los animales de las calles si se llevan a cabo campañas de
esterilizaciones masivas bien orquestadas donde se coordinen los municipios, las sociedades
de protección, los colegios veterinarios, los medios de comunicación, patrocinadores
privados y el público en general.

"La falta de vacunación y esterilizació n de los animales de compañía y su reproducción
sin control, se debe a la tenencia irresponsable por parte de sus propietarios,
a su abandono en la vía pública y a la falta de control en el comercio animal por
parte de las autoridades" .

"La matanza de animales solamente estaría atacando las consecuencias
del problema y mientras las causas no se controlen o eliminen, el problema subsistirá".

Each year on the 1st of February, six cebu bulls are tortured and killed during the "Fiesta de la Virgen de la Candelaria" in the town of Tlacotalpan, in the Mexican state of Veracruz. First they are dragged through a river by ropes attached to boats. Then they are chased through the streets Pamplona style and tortured until they are physically and psychologically destroyed.

The part of the fiesta, which takes place in the river is called "embalse de toros" and is even promoted by the tourism authorities. Last year due to an international campaign and meetings with Mexican animal rights activists, the governor of the state of Veracruz banned the use of the cebus in the fiesta. However, the mayor took sides with the animal abusers and the fiesta went ahead as usual. Shocking images and reports by Mexican TV stations and newspapers showed how one bull, in terror, tried to escape from his pen.
Later one bull almost drowned in the river. The policemen present in the village tried as hard as possible to protect the bulls from the mob in lynching mood, but the police were too small in number.

This year the Mexican tourism authorities should also be included in the campaign. After all, a large part of Mexico's income arises out of international tourism. The Catholic Church should also be included.

Honorable Officials:

I am dismayed the annual "Fiesta de la Virgen de la Candelaria," in Tlacotalpan, Veracruz, still features the public torture and death of six bulls. On February 1, participants in boats drag six roped bulls down a river for the "Embalse de Toros." The frightened animals are then harassed in the streets until too physically and mentally depleted to resist.

This is the 21st Century, yet the governor of Veracruz endorsed last year's "Embalse de Toros" and tourism authorities continue to promote it. Vulgar images emerged on Mexican television, including a bull so terrified he tried to smash his way out of a pen. Another bull nearly drowned in the river.

I cannot tour or otherwise support any society that condones the senseless brutalization of animals. I call upon officials to forbid the use of animals in the "Fiesta de la Candelaria," as well as other fiestas.

Please amend Mexican law to cover animals sacrificed for amusement or religion. I urge you to enforce stronger animal protection laws that shield animals from all forms abuse, including barbaric rituals. Anyone who victimizes animals should be prosecuted and punished.

Tradition, entertainment and recreation do not justify animal cruelty. Please work with local authorities to permanently ban the use of animals in the "Fiesta de la Candelaria."
