WHAT THE HELL ARE YOU DOING, MR. OSWALD?
Mr. Oswald;
Killing at this agency is out of control. Even more out of control is its
correlative companion, lying. What exactly was your "reason" this time for
killing a playful 6 month old malamute mix puppy, your excuse for snuffing his
life out? NO RESCUE OPTIONS.
Please spare us the capital lies that roll off your tongue with the ease of
honey. You are destroying and burning your "inventory" with a sense of "danger"
so bizarre it boggles the normal human imagination.
DO YOU REALLY THINK THAT THERE ARE NO RESCUE OPTIONS FOR A YOUNG PUPPY WHO
DISPLAYED THE FOLLOWING ON HIS STUPID INVALID TEMPERAMENT TEST:
" Tier 3 RESCUE ONLY, food bowl he bit [plastic) hand with some pressure (would
characterize as deliberate mouthing vs. bite when hand near bowl-will need work
on guarding. During handling showed strong avoidance-whirled, mouth placement on
offending hand for feet and tail, rolling over, sitting down, kicking feet when
touched, responsive to food for training...Needs breed experience owner... HE
WAS SCARED.
NO, HE DOESN'T NEED PROFESSIONAL RESCUE. HE JUST NEEDS COMPETENT COMPASSIONATE
STAFF. HAS IT EVER OCCURRED TO YOU THAT YOUR ANIMAL MANAGEMENT SKILLS AND YOUR
IGNORANCE OF ANIMAL BEHAVIOR ELICIT FEAR RESPONSES IN ANIMALS? HOW ELSE DO YOU
EXPLAIN THAT THE SAME ANIMALS WITH "UNADOPTABLE" DIAGNOSES FROM YOUR AGENCY
THRIVE THE MINUTE THEY LEAVE THE "SHELTER" DOOR WAY. COULD YOUR 'POGROM" BE THE
PROBLEM?
Please don't ad-lib that this dog was "over the top in aggression." I have heard
that excuse so many times I have assigned it a short hand number. You said that
about the 12 week old pup whom we fostered who got stellar scores in doggy
daycare. It isn't always ignorance that compels these "comments" to bolster your
case for killing. It is outright permitted deception.
Over this past year with full cooperation from the Multnomah County
Commissioners you have:
Systematically stripped this agency of all means of direct
accountability
Faked a terrorist crisis to permit records redaction and statistics
review (forced to pay the opposing attorney 7,300 dollars in legal fees that
could have been spent on food for the animals)
Locked down formerly open public areas when citizens complained of
staff
treatment of animals to "relieve stress levels for the animals" ( in that case
more not fewer should be alive)
Spent huge amounts of money on additional security, surveillance
cameras out
of fear of the "hordes" lurking in the driveway just waiting to steal homeless
skinny animals
Lied about your statistics
Designed a completely invalid instrument to permit you to kill more
and more animals "scientifically," an instrument that even lacks face validity,
then tried to pawn this off as the work of the San Francisco SPCA.
Hired unqualified personnel because they "think just like you"
and/or accept "guidance" /lack initiative.
Isolated the agency from the community
Limited volunteers primarily to those willing to be kennel
cleaners/play with the "adoptable" animals
Excelled at "appearances" the malignant art of saying something that
sounds true, but isn't. After all why would a government official lie?
Covered this all up by planting petunias in the front "garden": more
impression management. Try marigolds, the traditional flower used to cover up
the smell of death.
With no objective professional core of talent, and no oversight this agency has
taken the 40,000 dollar 2000 Public Task Force recommendations, death as a last
resort/community involvement/rehabilitation etc. ( NO KiIl by 2004) and turned
it completely on its head. There are many ways to resist change.
Using sound bites and lofty labels (Tier 3, "unadoptable," Level 4, "dangerous
dog, Tier D, severe health concerns) you steadily kill instead of rescue "SAVING
PETS ONE AT A TIME." Most reside in the destination resort, "Heaven," now.
Who would know that when you loftily opine that a pitbull was killed as Tier 2,
"unadoptable" that that meant only that that dog was cowering? And what's your
excuse for killing? "That dog is not "a goodwill pitbull ambassador." Really?
How is that terrified dog a "Danger to Society?"
What is modeled daily at this agency is careless cruelty, not "bad" dogs.
Instead it is your "need" for them to be bad because killing means you don't
have to look for resources, you don't have to set up rehabilitation programs and
you don't have to work with the community.
These animals are helpless pawns of this agency and of this government. Lax
supervision isn’t the word that applies here. Try no supervision.
When there are no checks and balances, no external supervision, and
authoritarian control as a management “style” we always get corruption.
In Multnomah County it just doesn’t “count” when the lives tossed away are those
of homeless animals. Hey they can’t talk and they can't vote either.
What is permitted to go on at this agency, unchecked, is a shocking statement
about Multnomah County government.
I don’t think the level of indifference could sink any further.
